In addition, the government will facilitate the setting up of complimentary technical colleges, scholarships for graduate, and vocational students, and other financial aid to pursue higher education or training.

The Ghana declaration also stresses the need to apply policies to eliminate the risk of diseases that impact the community. These include promoting immunization programs for children and adults, and other programs that aim to restrain and protect against common diseases that have high mortality rates and low coverage prices. The statement also emphasizes the significance of a low-cost, high quality and effective healthcare strategy, focusing on prevention, diagnosis and treatment of medical conditions and their causes, as well as the marketing of quality health services. To meet these ends, strategies will be designed to guarantee access to quality health services, with a view to promoting physical and mental wellbeing, as well as social inclusion and advancement.

The creation of a multi-faceted National Health Service (NHS) will enable better coordination of health services, enhance the quality of healthcare delivery, and improve the accessibility and usage of health services. The National Health Services Strategy calls for the complete involvement and active involvement of the community in the design and implementation of this strategy. More especially, the programmes concentrate on decreasing the burdens of life threatening conditions, such as tuberculosis, HIV/AIDS, malaria, and cervical cancer. They'll also attempt to eliminate social and economic disadvantage, by enhancing the overall quality of life of those inhabitants of Ghana. The aim of the programme is to encourage and maintain healthy environments, by enhancing the nutrient and active education of Ghanaian youth. By establishing community-based organizations and enabling them with a feeling of social responsibility, the health services programme will help attain these goals.
